About 12 years ago I was parking in the park-n-ride at 78 and 5, returning about 4PM daily. One day, I saw many of the cars in the lot appeared to have citations. Curious, I checked a few - they were for out-of- state (many military parked there, especially if they couldn't pass sticker inspection on base) and no front plate.
