No, I was talking about the danger of the car's owner LYING, and
FALSELY telling the Parking Violations Bureau that you were in
possession of the car, when you really weren't.

Los Angeles used to (and probably still do) send out delinquency
notices in the mail, if a parking ticket wasn't paid within 30
days. And those notices included a form that said, "If your car
was in someone else's possession on that day, give us their name
and Driver License number, and we will hold them responsible
instead."

So, some sleazebag at a car dealer or rental agency (from whom
you previously bought or rented), gets a few parking tickets.
Maybe on his/her own car, or on one of the ones awaiting
sale/rental. And then s/he will look in the office files for a
name and DL number of a previous customer. And then put that
info on the delinquency notices, to fraudulently divert the
ticket debt away from themselves.

No, but they might send the debt to a collection agency, who
might list it on your credit reports.

Depending on exactly who issued the ticket (if it an actual
police/gubmint agency, as opposed to a private security firm),
they might be able to block your ability to register any cars in
that state. Maybe irrelevant to you, but could be a problem for
many other people.

The fact that the university folks were able to get the
registered owner's (the rental agency) info, suggest that it was
a real police/gubmint ticket.

> I wonder what the person who sent that letter was thinking?

They probably send out letters to the registered owners of all
cars with unpaid tickets. They weren't targeting you personally.
Then, the rental agency replied with your wife's info. Which you
indicate was legitimate (as compared to the fraud that I was
talking about.) So the university automatically sent another
letter.

Yes. I expect that that is exactly the case.
