Sober-living faculty in Los Angeles? I very much doubt it.

There is no constitutional protection against landlord entry and searches
with drug-sniffing dogs. So if this is a private facility, the constitution
has nothing to do with it. When the landlord can enter and what he or his
agents can do is up to the lease contract. People who wish to live in a
drug- and alcohol-free environment would presumably be willing to accept a
contract that allows enforcement of such a policy. If you don't like the
rules, don't move in there.
Pretty obviously, government-run treatment facilities can enforce such
rules, just as they can enforce them in prisons and other forms of mental
health facilities. Those rules apply to people who might be voluntarily
committed to such facilities or to people committed by a court or as a
condition of probation.
Of course it is legal.
