4-hour delivery window law in Calif ???

A law was passed a while back in California providing for consumer redress when
large companies promise delivery/service within a 4 hour window and fail to 
show during the promised time.  Today I patiently waited for 4 hours and then
fumed for 1 1/2 more hours for a delivery to show up.

I'm mad and want retribution.  Trouble is, I forget just what consumers are
entitled to under this law.  Can anybody fill me in?
