Do you mean, say, compared to hydrocarbon-fueled vehicles that pump
out carbon dioxide AND water?

Consider also for a moment where you think they are getting the
hydrogen from.  If you say "splitting water," you're right.  For the
most part, it will be water from rivers and lakes that already exist
and the next effect should be small.

Now, if they draw water from an underground aquifer to fuel vehicles,
that would (1) have more of an effect and (2) be pretty stupid,
because those aquifers are not renewable on a short time scale (takes
a few hundred years for the most part).
