Note that the high amount of water vapor is a good thing.  Gasoline is
a complex hydrocarbon: it is composed almost completely of carbon,
oxygen, hydrogen, and nitrogen atoms.  If combustion is 100% complete,
it will turn into molecular nitrogen (N2...neutral from a pollution
point of view), carbon dioxide (CO2...greenhouse gas), and water
(H2O).  The hydrogen has to go _somewhere_ and water is the most
benign form that it can come out in.

If a car is _not_ emitting white vapor at cold temperatures, that
means that the hydrogen is coming out in some form other than water.
That means some other hydrocarbon form or, in other words, the car is
polluting.
