I feel its okay to use a cell phone if they have a handsfree device, allowing them to be able to move there head more and keep two hands on the wheel or atleast an extra hand if they need it. A fine for the first time like $75 dollars I think is reasonable, but then anything after the 1st time should be reason for you to go and appear in court there shouldnt be a choice to that, and they should tell a judge why they went ahead and paid a $75 ticket when they could have spent $15-20 dollars on a hands free device in which case would have left them from not being in court or with a ticket and would be helping there fellow drivers. - John
