A minor issue is the turf war between the fire dept. and animal control
(officially a discussion regarding allocation of resources).

A more important matter is that the fire unit that is getting the kitty
out of the tree is not available to immediatly respond to a fire. In a
rural district, the cat-in-tree call could place that unit well away
from most of their service area.
