Developer's tools come free with most Linux distro's.  Try Caldera,
that's what I've got and they came on the standard installation.  I have
dual boot Win98/Linux.
Latest version is Caldera eDesktop 2.4 but there's also the Tech Version
which might have more in the way of developer's tools, but I really
don't know for sure what it's got and think it's more like a beta
version than anything else. See:
