With embargo working you can wait until hell freezes over. For
about 30 years there has been a embargo on spreading knowledge
and technology of nuclear weapons. It did work. The nations which
managed to get the bomb nevertheless got full support of those
which already had (India, Israel, South Africa, one nation
in south america, which I do not remember, and Pakistan are under
suspicion).
