For example, the Treaty of Versailles. Iraq should not be forced to make
huge reparations because

a) They can't pay them.
b) The Iraqi people almost certainly did not want this war.
c) It would lead to an increase of extreme nationalism in Iraq.

If forcing the unconditional surrender of Iraq becomes a primary war-aim
of the allies, then they will almost certainly be in breach of international
law.
