LIBYA IS COURTING SOUTH AFRICA'S top germ warfare scientists to work
for Colonel Muammar Gadaffi. CIA sources say the South
African program was used to assassinate opponents of
the apartheid regime, under the government of former
president FW de Klerk. "The fact that a chemical and
biological weapons program was operating is simply
incontestable," said a Pentagon official. On April 23,
1989, Frank Chikane, the secretary general of the South
African council of churches, was taken ill on his way
to Namibia. Investigation revealed Chikane's suitcase
and clothes had been infected with a toxin that he had
breathed or absorbed through his skin. The CIA believes
that in the same year Thami Zulu, one of the African
National Congress's most effective guerrilla fighters,
was fed poison by an agent working against the ANC in
Lusaka, the Zambian capital. ANC officials in Zambia
and Mozambique are also believed to have been attacked.
American intelligence has tracked Gadaffi's agents
around the world, listening to telephone conversations
seeking to recruit the South Africans.

ANALYSIS & COMMENTARY: The western media have been slow to recognize,
or at least publicize, a threat to the world's population that is at
least as great as that posed by nuclear weapons.

Chemical and biological weapons are so much more accessible to the
world's dictators and despots than nukes, even in these days of
bargain basement, post-Soviet military hardware prices.
