     Has anyone thought about letting infrequent driver to use carpool
lanes?  An infrequent driver already does not drive regularly.  So, it
(he/she) is not a major cause of pollution or congestion.  But because of
special occations, e.g. once a week needing to drive to work, it may
have to use the car.  So, since it is not a *regular* causer of pollution
or congestion, it is fair to allow it to use a carpool lane to avoid
non-car-pooling regular drivers.

     While I *consider* an infrequant driver to be one who drives
around (fuzzy concept) once a week, I can *define* (non-fuzzy concept)
it to be one who (!) has a bus or train pass -- because it must be
using public transport most of the time.
