I am looking for a system to automatically collect road transport data

Hi all,
	I was wondering if anyone out there has had anything to do
with the successful implementation of a traffic data collection
system. I would like to collect such things as:
	* travel time between nodes,
	* number of stops between nodes; and
	* fuel used between nodes
I suspect that a recording device capable of capturing speed profiles
would do the trick. The data would be used to evaluate an existing
co-ordinated traffic system and provide the public with route choice
information.

At the present time several things are undecided:
	* Should the device be in-vehicle or on-road?
	* Will the device be post-process or real-time?
	* Will pre-determined routes be required for data collection
 	   or is the device going to be location aware?

I'd just like to know what Road Traffic authorities are now using for
similar purposes, the success of such systems and the startup and
operating costs of such systems. We require implementation of such a
system as soon as possible (Main Roads of Western Australia) so it is
preferable to have information on systems that have been commercially
tested rather than ones which are still in the research stages.

I have requested similar information previously under the subject -
Traffic Engineering - System for Journey-time data collection so I
apologise to those who are reading this again.
