The "drought" is a misnomer. The fundammental problems are:

    * Central and Southern CA are dry environments in nature.

    * Whole cities in Southern CA are profligate water wasters,
since everyone wants to have a house that looks like
it's straight out of The Brady Bunch, with lush green
lawns, cars sprayed clean of smog-settled dusk everyday,
and runoff constantly cleaning the gutters.

    * There are too many people for the amount of water which
naturally falls in central and southern CA.

I'm 34 years old, and a CA native, and "the drought" is
a way of life, not a passing fad. Use drought tolerant
landscaping, or be happy turning yet more lakes into
wastelands, as has already been done by the LA water
district in the Owens River Valley, and which was partially
    done to Mono Lake.
