Free advice...wait a month for things to straighten out and then post
a traffic summary every month.  Peer pressure should keep things under
control that way.  

When I worked for the CS department, we posted lists of disk space usage
without editorial comment.  It was reasonably effective, if for no other
reason than people *might not have known* that they were using more than
their share.
