That's a general connotation, not restricted to african americans (I always feel like it's a euphemism to use that drawn-out word, but ok). Sometimes country simply means rural, but in most urban areas the word "Country" used as an adjective is usually synonymous with Bumpkin or Redneck... especially in Texas. There's no particular race who thinks of it that way, it's a general matter.
