Apparently this expert never saw the damage done to Stirling Hall
or the nearby Pharmacy building on the UW-Madison campus after a
smaller ANFO bomb was exploded during the Vietnam War protests in
the early 1970's.  The Madison bomb was the largest terrorist bomb
ever exploded up to the one in Oklahoma City.  It was, however, smaller
than the OKC bomb, and further away from the buildings.  It was
still fatal for 100% of the building occupants.

Keep in mind that McVeigh was an expert on ANFO.  He has been
experimenting with it for years at his farm, and was trained on
explosives by the military.  If anyone could have done it, McVeigh
would have been the one.
