Yes, they did, by creating a business that is a major
employer in the region and pays millions of dollars in taxes
each year.

Perhaps being from Canada, you don't understand our form of
government. The US is a REPUBLIC. That means that we elect
representatives to make those decisions for us. In the case
of the Mall, a huge amount of the infrastructure money came
from the City of Bloomington. The city mayor's race that year
was between two candidates, one pro-mall, the other anti-mall.
The pro-mall candidate won. That is about as good of indication
of public support for the spending as one ca fund.

Perhaps you have never been to the mall. There is no admission
price. Zip, zero, nada. And parking is free. And it is located
on public transportation lines. That is about as non-elite as
once can get in Minnesota. That is probably a major factor in
the mall's success--no admission and free parking. Many folks
go there just to look around, or to go mall walking. You don't
have to spend a dime to enjoy this jewel.
