Twenty four feet. That is the distance that you can be from an armed
person and get to them before they can get an effective round off in
defence. While Lepine was reloading his magazine, anyone with a
reasonable knowledge of self defence within this distance could have
effectively disarmed him with virtually NO RISK to their saftey
(certainly when weighed against the risk associated with allowing him
to reload). If he had a knife instead of a gun, this would no longer
apply.

I don't think that Boris was 'slamming' anyone. I think that he was
making a statement about our society. If so, I would agree with him.
Talk to any cop about this and you will hear endless stories of people
saying "I would like to help you in your investigation, officer, but I
don't want to get involved." In this situation there certainly is no
legal obligation to defend anyone. I, for one, would not have allowed
Lepine to reload. But that is up to the individual and the situation.
For you to say that Boris or I would act otherwise is totally unfair,
and would be tantamount to me saying that you should have stopped it.
