Not at all. There are many NGs that have nothing to do with light
bulbs. The target audience has to have relevant interest, experience,
or knowledge.
news:sci.engr.lighting , news:alt.home.repair , news:misc.consumers ,
news: misc.consumers.frugal-living , would be the proper light bulb
groups. I happen to have read a lot of the first two NGs I listed. SEL
alone would probably provide a good answer. AHR also may yield a good
answer, but some know-it-alls would respond too. You could add-in the
two other NGs for good measure.

http://www.google.com/advanced_group_search?hl=en
with some relevant terms. See which NGs come up.
