I generally ignore it because it is not my fault someone has done
this; and few other people clean up behind others either. I pay
through taxes my share of what it costs to clean this up.

Now, if they caught a few of the people who do this, and caused them
to pay the cost of cleaning up behind themselves, that would be
useful; it would involve no unfairness, and fewer people would be
messy like this.
