The only problem with this theory it'is you need to pulverise the stuff and trow it in the Earth atmosphere. The plutonium use in Casinni is a ceramic very hard, itself incased in a multi-layer protection. This configuration has proven to be very safe since a weather satellite using this kind of nuclear fuel and a lunch failure. The plutonium was recover in the bottom of the ocean and relauch again in space, this time succesfully! There was also a bar of this material in the infamous Apollo 13. The LEM (fragment) is laying down in a deep trench in the Pacific Ocean. A small robot has been sent there and confirm the confinement of the plutonium. Yvan Dutil
