The way highways are built in Mass:
1. Highway is planned (sometimes) : Year 1.
2. The request for federal highway funds takes about 10 years.
3. After approval, various local entities file legislation, lawsuits,
etc.
4. 5 - 10 years later highway construction on the 20 year old plan is 
started.
5. During constuction changes are forced because the builder find that
conditions have changed. (eg. Cars have replaced horses).
6. The highway, complete with dead end exits is completed.

However, in Louisiana, then governor Jimmy (You are My Sunshine) Davis
built a bridge accross the Mississippi (The sunshine Bridge) which went
nowhere.
