In-Reply-To: Daniel R. Guilderson's message of Oct 30 11:01:16 EST 1992 The tax on tobacco is quite simply preventative medicine. No matter how considerate your 62 year old friend is of non-smokers, chances are very good that he will eventually succumb to a smoking related illness. An illness, such as lung cancer or heart disease, that will be very costly to the medical system. It's no surprise that health care costs are so high. Even if the money garnered from the tax did not go toward smoking prevention programs, as it is earmarked, the cost of cigarettes might just be prohibitive enough to turn a few youngsters away from them. -- mancur@rpi.edu |"What do we call this weapon, the Desslok mines?" All the health plans/insurance I have seen impose higher rates on smokers. A higher tax on cigarettes won't make a damn bit of difference on health care costs to non-smokers. [canard about discouraging youngsters from smoking deleted] You ought to ask some youngsters why they smoke. Chances are they won't mention anything about it being a cheap activity.

Really? Well, not _one_ of the several plans I have to choose from charges
smokers higher rates. In fact, they don't even know if I smoke or not.
