Problem Description:
                Routing across the T3-NSFnet is unstable. Rcp_routed is
               crashing at all sites across their backbone. This problem
               is related to the outages we had Monday evening, and caused
               when ESnet began peering on the T3.

Problem Solution:
                The NSFnet suffered instability on Friday, and Saturday
               due to a bug the T3 routing software. This caused rcp_routed
               to crash at all sites. New software was not distributed
               until 10/25 at 0900, and shortly after that we went back to
               the T3. At 0000 on 10/26 bbn1/bbn2 default shifted to the T3
