This post to ne.news is a "clarification" of our thoughts and discussions
regarding the development of a new newsgroup: ne.weather (or equivalent). With
this post, we will be able to finalize the discussion and develop the goals
for the group, and indeed the group itself. This is also be posted to other
newsgroups.
                                              _________________

NEWSGROUP: ne.weather (or equivalent name ne.xxxx)

STATUS: unmoderated (?)

SUMMARY: For the purpose of discussing the weather local to New England, and
for the support of amateur weather observers who wish to share their
information on the Internet or elsewhere.

PROPONENT: Todd Gross

This is an *informal* request for discussion (RFD) on the creation of an
unmoderated newsgroup: ne.weather. This posting is being released to the
following newsgroups:

bit.listserv.wx-talk
sci.geo.meteorology
ne.general (where the discussion began)
ne.news (where the discussion has been directed thus far)

PROPOSED CHARTER:
The ne.weather newsgroup will be open to discussion on all aspects of the
weather, but with particular focus on the local climate and day to day weather
of New England. This newsgroup is also intended to support "weather-watchers":
amateur weather observers who are interested in sharing their observations
with others.

Additionally, our intention is to research ways to best share real-time
weather observations over the Internet, and to develop other services
such as WWW pages, and mailing lists. We will continue to promote and advocate
other weather related newsgroups already in existence within Usenet such as
the wx-talk mailing list, and the sci.geo.meteorology newsgroup, and refer
people to the FAQs, and other information on those groups.

This charter can be altered within the course of discussion based on
comments from any interested in this group.

RATIONALE:
New Englanders have a long history of being interested in the weather, and
seem to love talking about it. While there currently exists weather newsgroups
on Usenet, there is the need for an open forum for discussion of meso -
climates, and local weather to New England only. Being a ne.xxx group will
also help draw in folks interested in weather that may not have subscribed to
a more global oriented newsgroup.

The Internet is in flux now, but may already be able to handle near real-time
weather observations from amateur weather watchers (weather spotters, weather
observers) who can "share" their observations. This may eventually serve as a
model for other weather-watching networks across the nation, or we may be able
to adopt techniques of other weather-watching organizations elsewhere. This
may, in turn, help to inform the public and emergency preparedenss groups of
impending storms sometime in the future.

In preliminary discussion thus far there is *strong* interest in developing
this newsgroup with over 20 people posting interest in the last few days.

FINAL DEVELOPMENT OF THIS NEWSGROUP:
After several more days of discussion, I will ask the news administrator at
shore.net to start the newsgroup, shaped by the discussion which follows this
posting. There may be need for individuals interested in this group to solicit
their own news administrators to carry the newsgroup.

                                                        ----------------------

Please post any ideas you have about the Charter, or otherwise about the
proposed ne. weather group to NE.NEWS.

Please post any questions about this effort to Todd Gross (toddg@shore.net)

We are looking forward to hearing from all of you!
- Todd

ne.weather is perfect. Besides "ne.everyonealwaystalksabouttheweather"
is too long.

> STATUS: unmoderated (?)

There's no good reason for it to be moderated. It should be
pretty free-wheeling.

I think space to vent about the weather should be acceptable.
Perhaps people with "official observations" can include
some sort of string such as: PortlandME/date: 13F 16" of snow...
in their titles.

	Great!

Good, may I suggest "ne.TLA.weather" where TLA is the Three
Letter Acronym/Abbreviation for the region used for the major
	airport nearby. (ie bos=Boston, etc...)

	I for one agree.

	The rest sounds good too.

Aack, NO!! First of all, the "right" hierarchy would be ne.weather.*
if you _must_ do this. Second of all, this would create lots of
groups, discouraging propagation, and making it difficult to
read what you want ("all articles with 'snow' in the title").
Thirdly, I'll bet a lot a people haven't a clue what their
TLA is. Fourth, I don't see a point in it anyway.

I for two agree.

Cheers,
Stan.

Ok, here is what I have got so far, by private EMAIL, and consensus on the
newsgroup(s)

Most of you would like an unmoderated group

Name: ne.weather

We agree that the newsgroup itself would not work for weather-watching but
more discussion. However, we will research mailing lists,
direct Email and perhaps IRC (?) in order to support the real-time weather
observations. We would like to do this asap to avoid cluttering up the other
newsgroups.

Because of the posting delays I want to give it another day or two before the
final "push", to get everyones opinion registered.

Thanks to all for making this a reality, I have received dozens of responses.

One long-term solution for this is to find a friendly Unix/Web programmer
who can build you some scripts and a WAIS engine for a World-Wide Web page --
and a provider willing to host a weather page (you might even talk to the
meteorology departments at local universities about this). That way, people
with reports could connect to the Web server and fill out a simple form. This
would be immediately added to the database, which somebody else could then
come in to browse or search (so people in Maine could limit their search to
just Maine points, for example).

So, Barry, want to newgroup it already?

And did I hear mention of someone setting up an automatic posting to the
group of NWS forecasts as they become available or something? Certainly
would guarantee my readership.

I'll send the newgroup myself if no one steps forward soon.
