Is anyone out there using Software Tools under VMS?  Any interest in a
newsgroup for net.stug?  It seems worthy to me, but I'm not sure if there
would be enough traffic.  Would anyone subscribe?

I've had a serious problem with the shell under VMS 4.  We can't get it to
do anything in the background.  When given a command that ends with '&',
the current shell spawns a shell to run the command successfully, and that
shell is properly running with DETACH priv (the shell is installed with
DETACH and CMECEX priv as per instructions) but this shell seems completely
unable to spawn anything.  The command

echo foobar >fuzz ?flooey &

will not even get as far as creating fuzz or flooey -- and the broadcast
message will come back that the command terminated successfully.  Anyone
run into this?  Are we missing something in how the shell needs to be
installed under VMS 4?  Any help would be appreciated.
