Rather than make it nearly impossible to generate new newsgroups,
(note the net.movies.sw problems getting "past" 2.10 news),
why not let them be created by incoming articles and automatically
expire when they have been inactive for (say) a couple of months.
(I am not, however, advocating that non news-super-users be allowed
to post to non-existent newsgroups.)
