There was a misprint in the manual.     


passwd(5) : Hardware Dependencies

Series 200/500:
     The following fields have character limitations as noted:
       the login name field can be no longer than 8 characters....


       The 8 should be a 7.  

       The manual then mentions that the results are unpredictable
       if you exceed these limits.  I believe that this was inherited
       from the original AT&T System III code and was left there for
       compatibility purposes.
