Yes, you can do either or both with ResEdit, changing the Finder's LAYO #128
resource. Later ResEdits have a resource template for LAYO resources. The
"snap to grid" is a button near the bottom of the list; the grid size is in
there and the grid offset is there too:

xxxx xxxx xxxx
x x
xxxx
There is a known bug if you set the offset to be exactly half the grid size,
this will kill things.
A MacUser article in the issue previous to the one just out covered this
resource in some detail.
