It sounds like someone is running an old version of the
software. I've had modifications in my code since October which
does the "right" (debatable in my opinion) thing in splitting
base notes and responses into 2 groups when going to news. This
handles the net.general/net.followup case and any others you
want (since it's table driven).
The version of notesfiles that comes with the 4.2 Bsd
distribution does not have this feature.
