Need troff macros for figure legends

I've decided to use troff to format my Ph.D. thesis.  The -me macros will do 
just fine, but I need help with some  macros to handle my figures.  Basically, 
in the middle of the text for page 10 (for example) I want to be able to enter a
figure legend that will be vertically centered on page 11.  The figure itself 
will be inserted as page 12, so the numbering should continue with 13.  I don't 
want headers or footers with the legend on page 12, and it is possible that page
10 will contain several legends that will need to be inserted as 11, 13, 15, 
etc.
   I think that this is a pretty  standard way of dealing with figures, and if 
someone knows of a set of macros to handle this I'd appreciate it if they could 
be sent to me.
