My guess is that at first, they didn't mind Netcruiser accounts staying
online while idle.  After all, if the person forgot to hang up for too long
it'd go into their 40 hours primetime, use it up, and then start charging 
by the hour.  Not a bad deal - I've seen a number of boards and services
that charge by hour allow people to stay on idling.
