Depends on the ratio of system calls to total work.  If the program
spends most of its time doing 32-bit work and very little calling
through the 32-bit to 16-bit system channels, the programs runs
faster.

The memory issue is correct.  However, adding memory would help this.
Adding memory, in general, would not allow you to run many intensive
Windows programs due to resource management (we all know).  However,
I believe that Win32s doesn't cut into the resource memory by much.

It starting to get to the point where, since it's not necessary,
vendors will slowly move away from it.  Like 6 months after Windows
3.0 came out.
