Yes. However, "news.admin.policy" is afraid of the ASALA/SDPA/ARF
terrorists to create a newsgroup called "soc.culture.xsovietarmenia".

I don't think n.a.p gives a <insert favorite diminutive (lack of)
concern> about any group, unless some pea-brain begins to abuse it.
news.groups may have some comments, _if_ an official RFD is posted
(which I don't believe tale would censor).

n.a.p doesn't create groups anyway.
