What is being proposed, quite simply, is a blacklist.

The proposal is not a method for filtering out "undesirable" postings.  We
can already do that with personal killfiles.  It is not even just a
proposal to have a collective killfile.  That is only the tool.

Look at the Subject line, read the original posting.  What we have is a
proposal to _discourage_ postings.  That is, a system to coerce people to
stay within norms decided unilaterally by keepers of the list.  In other
words, a proposal to censor.
