This is the "newsgroup splicing" problem, which I've been thinking
about, but do not have a working solution yet.
Either: 1. all newsgroup names must be globally unique;
or: 2a. sites can carry "different" groups with the same name.
A related proposition:
2b. sites can carry the "same" group under different names.
Both 2b and 2a are necessary to support transparent newsgroup
renaming. Implementing this requires somewhat different news
protocols.
