   a waste of resources!

It costs next to nothing to keep an empty directory in your spool, or
to handle one message (or a few) per month.  If you want to save
network resources, argue for newsgroup moderation, and good luck.

There is a good reason to remove inactive newsgroups, but it is to
speed the process of finding an appropriate active one to read or
post.  And I think that's a sufficient argument for removing inactive
newsgroups.
