Yes, you said so.  Assuming that the proposed newsgroup is not
moderated (I don't think it stands any chance of passing if it is),
then what we'll get is a competing set of blacklists.  Many of them
will list each other.

Some people will take it seriously and post there; others will be
amused by the whole thing; most will just ignore it.  (We can't even
get most new users to read n.a.n, even with encouragement from their
software.)

Why?  Tell me, specifically, how such a newsgroup really differs from
(say) alt.usenet.article-reviews.
