I am (was) the original question poser.  I am on Janet but not on JIPS as
Graham supposed. (JIPS == TCP/IP over Janet).  If I was on JIPS, all I
would have to do would be use NNTP.  However I am not and my only network
connected (to Janet that is) machine has only 6Meg currently free for >150
users!!  I was hoping to use a workstation (with loads of free space) via
a PAD connection to a guest Telnet service (no port specification allowed).

Looks like I may have to resort to using UUCP between the workstation and
the net machine with compressed batches being email in.

If anyone out there does have a Telnetable UUCP news service please let me
know.
