I'm not sure I understand you completely...what if I am at a large site..that doesn't
have any downstream feeds. My site is the 'politics node', but I am interested in
gardening and metalworking..my site doesn't subscribe to those groups thought
because we are 'politics node'...I am new to the net...my site doesn't carry the feeds
I would be interested in because 'no one ever wanted that one before...'and since they
don't carry them all..I never know that there is an emense amount of data onb
my favorite topic....or say only one site in the direct flow above me has access to
the alt.sex groups, but the sys-admin or operation manager doesn't like what they talk
about on alt.sex and therefore doesn`t allow the stuff to pass his site...instead of having
too much data, I think you'd end up with more administrative tasks making sure the folks
that read the news you supply get what they want..

Now if I completely mis-understood your point, or the mechanism you were trying to
propose, please just let me know..
