Jonas,

The notes package is set up with a single super-user type signon and
its not root. You can fix the problem by su-ing to the signon -notes-
and then going into the notesfiles that respond as you indicated. Once
in the notesfile then type -d- to take you to notesfile director
options. Once in the director options you need to set the permissions
(access) to the notesfiles, you do this by typing -p- and from there
assigning either user, group or system level permissions. As the
bottom line RTFM.
