            David Duke and Pat Buchannan were too crass in their
            appeal to racism.  White America prefers it's racism
            decently cloaked by a facade of fair play. The message
            of support for white supremacy must be clear but
            sufficiently cloaked to permit "plausible deniability."
            Indeed such discrimination is best communicated by example
            and action.

             Who could question where one begins one's campaign? If such
            start is in an area where the known killers of civil rights
            workers remain locally unindicted to this day a message
            could be perceived. Too make such message "perfectly clear"
            an appeal for states rights - the ancient code phrase for
            open discrimination and segregation- could be delivered at
            such campaign's start.

             Once in Office such President and his successor could gut
            Civil RIghts enforcement (1), appoint and promote judges
            whose litmus test is a far right approach with regards to
            race, beat the bushes for depraved black political
            appointees (calling them uncle Toms would be an insult to
            Uncle Tom), savage enforcement of equal employment
            opportunity laws and other attempts to provide economic
            equality of opportunity, and attack the black community by
            more direct means.

             Different enforcement, trial and sentencing could be used
            to ravage the black community. Using the excuse of drugs
            provided by minions of that very government jail population
            has more than doubled since 1980. Blacks are the majority of
            those jailed- primarily on drug charges- to such an extent
            that one in four to one in two of young black males is
            either in jail, on probation or otherwise under supervision
            of the justice system. Yet repeated surveys show white drug
            trade and usage rates  are greater than that of blacks by a
            considerable margin. Indeed, a new industry of private
            mental health care facilities has sprung up to service the
            demand for drug abuse treatment of a primarily white
            patronage. For blacks, the cheaper form of cocaine they can
            afford has been legally  made the equivalent of a 100 times
            that form of cocaine preferred by whites- as far as
            sentencing is concerned. For the black community it should
            be noted that the most depraved crack addict must commit has
            criminal activities in an environment so poor that crack is
            all he can afford. Yet, far more expensive powder cocaine
            habits are supported largely out of ordinary earnings in the
            white community.

              Now comes news that the crack epidemic was , if not
            founded by, known too, and exploited by such administration
            and it's spawn. From the state of such administration's
            origin comes an assault on affirmative action. New policies
            vie with one another for public approval. Each has three
            things in common;

             on the face each such policy or action is to be fair or for
             some moral or worthy purpose:

             they are to be enforced by majority members or minorities
             meeting their approval;

             in reality they have or are perceived as having in the
            future a greater destructive effect upon minority than
            majority members.

            The black community is thus assaulted by white supplied
            drug spawned crime, selective "law enforcement"
            that functions as suppression rather than protection,
            economic deprivation both with regard to earnings and
            access to capital and ,a sham of equality of opportunity
            masking covert racism so massive it remains a tool for
            sufficiently subtle racist demagogues.


              To all intents and purposes, the Grand Dragons have
            already been elected president. A David Duke, Pat Buchannan
            or Phil Gramm could not have done a fraction as much towards
            their stated ends of racism than Reagan- Bush actually
            accomplished. Had Reagan not won in 1980, cloaked racism and
            the other fantasies of the far out right would not be in
            vogue today and  the Savings and Loan debacle's pending
            effects would not have magnified the deficit. Even the
            weapons systems- whose inception and planning were said
            to have bankrupted the Soviet union's attempt at matching
            the US- were begun in secret under the Carter
            Administration. Historically a nation "high" on such racist
            and class fantasies has required rather severe correction to
            force a return to reality, reason and justice rather than
            fantasies  rationalizing racism and deceit backed by force.
