Nee, de meeste ISP's doen het via uucp.
Moet je wel een provider vinden die dat aanbiedt.
Ik ken alleen xs4all.

Met nntpget zou het ook moeten kunnen:

Uit "man nntpget":
       Nntpget connects to the NNTP server at the specified  host
       and  retrieves  articles  from it. The Message-ID's of the
       desired articles are read from standard input.  The  arti�
       cles are sent to standard output.
