tools for writing X/Motif application.

I need a adequate tool for writing a program that involves the
following:

1) Display of 2D graphics (maps) in Motif/X-windows

2) Ability to read the mouse-cursor position related to the
coordinates on the map described in 1)

Any hints of what tools to use would be mostly welcomed.
