Media reports repeatedly that Bush took responsibility for Government inaction during Hurricane Katrina. They do it as if now everything has been fixed. What does it really mean that Bush took responsibility? Does it mean that he pleads guilty to murdering hundreds of people who died waiting for help, which never came? No. Is he going to be on trial for murder? No. If he going to lose his job as president? No. Will his salary be decreased? No. So, what the hell does it mean in reality that Bush took responsibility? Nothing, Zero, zilch. Fabrikant

The keyword is "federal". He took responsibility for the slow reaction of the federal government, he didn't take the real blame, which is on the corrupt and feckless local governments these poor folks elected.
