According to a December 3, 1992 story from UPI, HUD's Jack Kemp may
be involved with a scam to raise funds for perhaps non-existent POW's
and MIA's. This all came out thru the Senate Select Committee on
POW/MIA Affairs.

A fund raising firm sent out a copy of a letter stating "Please
excuse the handwriting,... I am writing at a makeshift desk on the
deck,... Sea is tossing and rolling." Letter was really written in a
nice dry office in the USA. The boat which was supposed to be out at
sea had not left port for years.

This letter was written for retired Air Force Col. Jack Bailey.
Bailey stated that he was advised by Jack Kemp. In these scams, of
the $15.6 million collected as much as 90 percent, went to fees and
other fund raising costs.

HUD has promised to comment on the allegations by December 10, 1992.

publicly disgraced Sam Pierce,

The National Hispanic Housing Council has charged racism at the US
Department of Housing and Urban Development and as a remedy " ... to
help reverse the racism against Hispanics that has existed at HUD for
decades." has recommend NYC HA Chairperson Sally Hernandez-Pinero to
replace current HUD head Jack Kemp. The Council press release is

NYC HA Chairperson Sally Hernandez-Pinero replaced disgraced NYC HA
Chair Laura Blackburne who had allegedly attempted to blackmail NYC
HA Tenant Advisory Chair Violet Hamilton into quitting her post.

Violet Hamilton was recently indicted for alleged embezzlement. Some
news reports stated that Violet Hamilton was a NYC HA employee. That
is not true; her position was entirely voluntary. She got no pay
what-so-ever for THREE YEARS. As a perk of her "job" she was to be
supplied with an automobile. According to information from usually
accurate sources, the automobile was given to an associate of Laura
Blackburne. The NYC HA then told Violet Hamilton to use a car service
that the NYC HA would pay for. All car service vouchers were approved
by the NYCHA before they were paid. The source alleges that Violet
Hamilton had frequently complained to the NYCHA about the cost of the
car service, but the NYCHA car had already been given away! Many
papers that Violet Hamilton would have liked to review for her
defense were reportedly stolen during a midnite office burglary
orchestrated by NYC HA Inspector General Gene Lopez. Lopez had
replaced the disgraced Jesse Mercado who had allegedly tipped off the
subjects of undercover investigations. To add to dirty tricks,
Hamilton was never informed about a Grand Jury prior to indictment.
Friends of Hamilton are planning a legal-defense meeting this
weekend.

Violet Hamilton was a threat to the New York City Housing Authority
as she talked too much about things that she shouldn't. The NYC HA is
so frightened of people who might make too much noise if elected to
tenant organization office that Edwin Kaufman of the NYC HA is now in
a controversy involving a phony election that the NYS Courts called a
sham.

Queensbridge Houses news was on a recent Long Island City Journal
front page. Covered was the late November indoor murder and the
outdoor machine gun battle. between possible drug war-lords. A cop
had gotten sandwiched between factions.

Our Town recently mentioned that Salvatore Sparacino was killed by
machine gun fire in Brooklyn. Sparacino was a friend of Bartholomew
Borrielo. Bartholomew Borrielo was chauffeur/bodyguard to John Gotti.
John Gotti is a reputed organized crime figure and salesman for Arc
Plumbing at Queensbridge Houses. Bartholomew Borrielo ceased to be in
Gotti's employ when Borrielo was shot to death in April of 1991.

Some Queensbridge Houses tenants have speculated that Borrielo was
shot because he may have been planing to testify for the prosecution
at Gotti's trial.
