These were not military people.  These were local officials who could 
not communicate as their emergency plan calls (no pun intended)for them 
to be able to do.  As to why news media equipment worked andhte local 
officals did not, who knows.  Perhaps the news people spent millions on 
theirs butthe locals only spend a few thousand.  And before you even get 
there, Local authorities got huge grants to buy equipment to be used at 
a time like this instead many of them (not saying this parish did) 
wasted it on unnessary items.
