The blame lays with the Govenor and Mayor who failed to act according to the plans that were inplace to advert such tragedy that has occurred. The are the ones who acted too slowly. The had all the federal help at their disposal if that asked for it. The federal Goverment can not upsurp local jurisdiction when a natural disaster strikes. The only time Federal Government takes over efforts is when the local authorities relinquish authority to the Feds. MRC
